The HRD Corp levy is a training fund, not a government charge. The whole point is that you claim the cost of approved training back from it. What most companies actually lose is not the levy — it is the training they never booked, and the balance they forfeit at the end of its validity period.

Timing beats budget

Since 15 June 2026 HRD Corp requires the grant to be approved at least 14 days before training starts — so a course booked late in December may be unclaimable even though the balance is still there. Plan about three weeks ahead.

Who shouldn't buy this

When training per pax beats a corporate booking

  • One or two people need the skill. A per-pax e-learning seat at RM490–RM790 is the right buy; a group booking is not.
  • Your company is not levy-registered. If you have fewer than 10 Malaysian employees, you cannot claim, and a direct per-pax purchase may fit better than a claim-driven package.
  • You only want a certificate on a shelf. If the goal is a badge rather than a capability your team uses, you will be paying for paperwork you do not need.

Attendance, assessment results and certificates — compiled into a single pack you upload with the claim.

File the claim on eTRiS and the training is paid from your levy — SBL-Khas pays the provider directly, so you never front the cost.

Frequently asked questions

How much training can we claim from the levy?+

Up to the allowable-cost caps HRD Corp sets per day and per training type in its Training Providers Circular. All of our pricing sits inside those bands, so the full amount is claimable for eligible employers. See the allowable-cost guide for the current figures.

Does HRD Corp pay the provider directly?+

Under SBL-Khas, the claim is paid directly to the training provider from your levy, so you do not front the cost. Under SBL, you pay first and claim reimbursement. Both start with a grant application approved before training begins.

What if our grant is not approved in time?+

Since 15 June 2026 HRD Corp requires approval at least 14 days before training starts. If your date is tight, tell us — we will give you an honest answer on whether it still works, or move the date.

Can we combine modes for one team?+

Yes. A common pattern is a group in-house session for your core team plus e-learning seats for the rest. Each course and mode carries its own claimable price and code, and each is claimed against its own approved grant.

Is e-learning really claimable?+

Yes, for eligible employers. E-learning sits under a lower allowable-cost cap than classroom training, which is why our per-pax e-learning prices are lower. The platform's tracked attendance and assessment records are the evidence HRD Corp expects in place of a signed sheet.
